Editorial Policy

Journal Purpose — to publish relevant scientific research results in the fields of education, engineering sciences, and information technologies; to disseminate innovative ideas and scientific achievements; and to promote knowledge exchange within the scientific community.

Journal Objectives: The main objectives of the Journal are as follows:

  • to publish the results of scientific research in the fields of education, engineering sciences, and information technologies;
  • to promote the development of scientific cooperation between domestic and foreign scholars;
  • to disseminate innovative technologies and scientific achievements;
  • to support the scientific activities of young scientists and researchers;
  • to conduct expert evaluation and publication of scientific articles in accordance with international quality standards;
  • to contribute to the development of theoretical and applied aspects of engineering and information systems.

Journal Scope: Scientific research, information technologies and artificial intelligence, engineering technologies, energy and automation.

Publication Languages: Kazakh, English, Turkish, Russian.

Publication Frequency

The Journal is published in a timely manner in both online (electronic) and print versions four times a year (once every three months), namely: the first issue — by March 30 of the current year, the second issue — by June 30 of the current year, the third issue — by September 30 of the current year, and the fourth issue — by December 30 of the current year.

Conditions for Manuscript Publication

The Editorial Office of the “Yassawi Journal of Engineering Science” accepts articles that have not been previously published, correspond to the Journal’s scope, are strictly formatted in accordance with the manuscript requirements, and are submitted in Kazakh, Turkish, Russian, or English.

The manuscript of a scientific article must be submitted by the corresponding author to the Editorial Board at least two months prior to the publication of the next issue of the Journal. For publication, manuscripts are accepted with a main text length of not less than 3,000 and not more than 7,000 words; articles written in English must be at least 10 pages in length.

The author must submit the manuscript via the electronic platform, indicating all metadata and information about the authors.

Authors are required to submit the original version of the article, which has not been previously published in other outlets (print, electronic, or other open sources). Authors bear responsibility for the accuracy, novelty, and validity of the research results. During the editing process or peer review by reviewers of the “Yassawi Journal of Engineering Science,” as well as after publication of the article, authors may not submit the manuscript for publication in another outlet.

Communication between the Editorial Office and authors and reviewers is carried out online via the OJS electronic platform and, when necessary, by email.

The author submits two versions of the manuscript to the Editorial Office, one of which must contain information about the authors (full name, academic degree, place of employment, and other relevant details). A responsible specialist of the Scientific Publications Department checks the manuscript for compliance with technical requirements.

The Journal’s Editorial Office organizes the peer review of manuscripts received from the author/authors, which are subject to mandatory anonymous (double-blind) review. Based on the results obtained, the Editorial Board and the Scientific Editor make the final decision on publication or rejection. On average, a decision regarding publication of an article is made within 8 months.

The publication of an article is carried out in the general order of priority depending on the readiness of the material. The Editorial Office has the right to establish the order of publication in accordance with the sections of forthcoming issues.

Text Copying and Plagiarism

Scientific articles are checked for plagiarism by the Journal’s Executive Secretary in accordance with the “Rules for Checking the Use of Text in Assessed Written Works of Students, Educational-Methodological and Scientific Works of Teaching Staff” (UE-KhKTU-100-2022).

A scientific article must present the results of scientific research that have not been previously published and are not intended for publication in other outlets.

The originality of the text of scientific articles submitted for publication in the Journal must be at least 75%. If the originality standard is not met and AI-generated text is identified, the article is returned. An article demonstrating a result above 75% and meeting the Journal’s scope and publication requirements is accepted for consideration and sent for peer review.

Authors must guarantee that the research results presented in the manuscript are entirely original. Any excerpts and statements used must be accompanied by mandatory references to the author and the original source. Excessive text borrowing, distortion of source attribution, or appropriation of others’ research results in any form of plagiarism are unethical and unacceptable. Data presented without references are regarded by the Editorial Board as plagiarism.

Authors bear full responsibility for any content generated with the assistance of artificial intelligence. The use of artificial intelligence is permitted for statistical processing of data obtained in the course of research. When AI is used, the AI source must be indicated in compliance with research ethics. It must also be clearly stated in the “Research Methods and Materials” section which tool was used, for what purpose, and at which stage of the study. When AI technologies are used in an article, scientific results, recommendations, and conclusions must be formulated independently by the author or the group of authors. The use of artificial intelligence for writing the main text of the article, presenting false data, or bypassing plagiarism detection is prohibited.

Type and Procedure of Peer Review

All scientific articles submitted to the Editorial Office of the Journal are subject to mandatory double-blind peer review (the reviewer does not know the authors of the manuscript, and the authors do not know the reviewers).

Articles are reviewed by reviewers — leading experts in the relevant field of education and science from internal and external/foreign higher education institutions. The decision on the selection of a specific reviewer for the examination of an article is made by the editors. The review period is 2–4 weeks; however, it may be extended at the request of the reviewer.

Each reviewer has the right to refuse to conduct the review in the event of an evident conflict of interest affecting the acceptance decision regarding the manuscript. Based on the review results, the reviewer provides one of the following recommendations:

  • “Accept the article” — if there are no comments and the manuscript meets the requirements of relevance and originality of scientific research, the manuscript is included in the list of materials recommended for publication;
  • “The article requires revision” — in this case, the article is sent to the authors for elimination of comments. After receiving the revised text in accordance with the reviewer’s comments, the Editorial Office may decide on publication without resubmitting the article to the reviewer;
  • “Send the article for re-review” — in this case, the article is sent to the authors for elimination of comments. After receiving the revised text, the Editorial Office resubmits the article to the reviewer. If substantial comments remain, the article may be sent to the reviewer for a third review. If only minor comments remain at the third stage, the article may be recommended for publication by decision of the Editorial Office; if a positive conclusion is still not obtained, the article is returned without the right to further reconsideration;
  • “Reject the article” — in this case, if the second reviewer provides a positive opinion, the article is sent to a third reviewer. If the third reviewer’s opinion is also negative, the article is rejected by decision of the Editorial Office.

Reviewers are prohibited from using generative AI tools when evaluating manuscripts.

At the next meeting of the Editorial Office following receipt of the reviews, the submitted articles are considered, and based on the reviewers’ conclusions, a final decision is made regarding publication or rejection.

Pre-publication preparation is mandatory for publication and includes technical editing and verification of compliance with the accepted formatting standards and publication rules of the Journal.

Copyright and Certification (Licensing)

The Journal provides open access, allowing users to read, download, copy, distribute, print, and link to the full texts of articles without restriction. Authors retain copyright and grant the Journal the right of first publication of the manuscript. All published manuscripts are licensed under the Creative Commons Attribution license https://creativecommons.org/licenses/by/4.0, which permits others to copy, distribute, and adapt the material provided that proper attribution to the author and reference to this Journal are given. Authors may enter into additional agreements for non-exclusive distribution of the published version of the manuscript (for example, posting in repositories or publication in a book), provided that a reference to this Journal is included. Authors have the right to post their work online (for example, in an institutional repository or on a personal website) before the peer review process begins and after publication in the Journal.

Conflict of Interest

According to the definition of the Committee on Publication Ethics (COPE), a conflict of interest in the field of scientific publications refers to situations arising from financial, personal, or professional reasons on the part of the author, reviewer, or editor.

A conflict of interest may arise even after scientific evaluation by the reviewer and the Editorial Board. In the event of disagreement between the parties, the decision regarding publication of the manuscript is made by members of the Editorial Office and the Editorial Board.

Unpublished data obtained from submitted manuscripts must not be used for personal purposes or disclosed to third parties without the author’s written consent. Information or ideas obtained during the review process must be kept confidential and not used for personal purposes. If a conflict of interest arises as a result of the research, editors must withdraw from consideration of the manuscript (transferring it to another editor or member of the Editorial Board). Editors must require all authors to disclose competing interests and, if such interests are identified after publication, publish appropriate corrections. Where necessary, other appropriate measures must be taken, such as publishing a comment or an expression of concern.

If a conflict of interest related to the content of the manuscript arises, the Scientific Editor assigns the manuscript for re-evaluation and review by another reviewer.

The existence of a conflict of interest during the consideration and peer review process does not automatically imply that the manuscript will be returned.

Open Access. “Yassawi Journal of Engineering Science” is an open access journal of Khoja Akhmet Yassawi International Kazakh-Turkish University. All published articles are freely and permanently accessible. Guided by the principle that open access to research results contributes to the advancement of universal knowledge, the Journal’s articles are directly available to all interested readers in the website archive. In addition, the Journal’s website provides all necessary information for authors and readers regarding the Journal’s activities: publication conditions, manuscript formatting and submission rules, peer review procedures, publication ethics, information about the Editorial Board, and contact details of the publication staff.

Archiving. All readers and authors of the Journal may fully access the current electronic versions of the publication as well as archives of previous years.

Confidentiality Policy

The “Yassawi Journal of Engineering Science” does not disclose information about a manuscript submitted for consideration to third parties prior to its publication, except for appointed reviewers. Editors also do not disclose information about reviewers to authors or other persons.
