Publication Ethics

The Editorial Board of the “Yassawi Journal of Engineering Science” (hereinafter referred to as the Journal) is guided in its activities by the principles of professionalism, objectivity, scientific integrity, and neutrality. The Editorial Board assumes responsibility for compliance with ethical obligations related to the preparation of the scientific publication and the dissemination of research results.

The interaction between the Editorial Board and authors is based on the principles of transparency, integrity, courtesy, fairness, and objectivity.

Manuscripts undergo a preparation procedure prior to publication. In this process, copyright is observed in accordance with the legislation and regulatory acts of the Republic of Kazakhstan.

Scientific articles accepted by the Journal are subject to mandatory double-blind peer review by expert scholars in the relevant field. If one positive and one negative review are received, the manuscript is sent to a third reviewer. If the third reviewer provides a negative review, the manuscript is returned and not published; if the review is positive, the manuscript is submitted to the Editorial Board for a decision regarding publication. In the event of disputed issues, the final decision is made by the Scientific Editor of the Journal. On average, a decision regarding publication is made within a period of 2 to 8 months.

Communication between the Editorial Board and authors and reviewers is carried out online via the OJS electronic platform and, when necessary, by email.

The scientific publication is issued in accordance with the requirements for inclusion in the “List of Publications Recommended for Publishing the Results of Scientific Activity” of the Committee for Quality Assurance in the Field of Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan (https://adilet.zan.kz/rus/docs/V1600013409). In addition, taking into account the specifics and requirements of international practice, the publication ethics have been developed in accordance with the guidelines on principles of publication ethics for journal editors of the Committee on Publication Ethics (Committee on Publication Ethics: COPE, promoting integrity in scholarly research and its publication / COPE: Committee on Publication Ethics (https://publicationethics.org)).

All participants in the publication process are required to comply with the principles and standards of these publication ethics. Compliance with ethical principles is important both for ensuring and maintaining the quality of the scientific journal and for fostering trust and mutual respect among participants in the publication process.

Falsification of authorship, distortion and fabrication of research results, as well as submission of manuscript articles to other publications without the authors’ permission during the publication of research results, are considered unethical actions and violations of publication ethics.

Responsibilities of Participants in the Publishing Process

Responsibilities of Editorial Board Members

Members of the Editorial Board of the “Yassawi Journal of Engineering Science” carry out activities aimed at improving and developing the Journal, including its inclusion in international databases and enhancing the quality of scientific articles.

Responsibilities and Rights of Editors

Editors are obliged to make a final decision regarding the possibility (or impossibility) of publishing a scientific article strictly within the framework of ethical standards and copyright legislation. At the same time, they have the right to be guided by the Journal’s policies.

Editors are required to pay particular attention to checking the text and the data contained therein for plagiarism. If an article has previously been published or plagiarism is identified, the editors have the right to refuse publication of the material. Editors have the right to evaluate the scientific content of manuscripts independently of the author’s political and religious views, as well as personal data, in accordance with applicable legal norms.

Responsibilities and Rights of Reviewers

The reviewer, in compliance with ethical standards, conducts a scientific review of the author’s materials. If the reviewer’s qualifications are insufficient to evaluate the manuscript and/or if the review process is significantly delayed, the reviewer must notify the Editorial Office and withdraw from reviewing the specified manuscript. A manuscript received for review must be treated as a confidential document and may not be shared with third parties who are not authorized by the Editorial Office to review or discuss it. A reviewer does not have the right to sign a review prepared by another person.

Responsibilities of the Reviewer:

  • to recognize that the manuscript submitted for review is the intellectual property of the authors and contains information not subject to disclosure;
  • to draw the Journal’s attention to substantial or partial similarity of the reviewed manuscript with other works, as well as to the absence of mandatory references to previously published evidence and conclusions of these or other authors;
  • to indicate similar published works not cited in the manuscript;
  • to evaluate the presented research results objectively, comprehensively, and on the basis of clear recommendations.

The reviewer has no right to make critical remarks regarding the author’s personality, scientific level, scientific worldview, level of specialized training, etc. The reviewer may not use information about the content of the submitted work for personal benefit prior to its publication.

Principles and Responsibilities of the Author within Publication Ethics

Single Submission Principle. The author(s) are responsible for ensuring that the manuscript submitted to the Editorial Office is not simultaneously submitted to other publications. Simultaneous submission of a manuscript to multiple journals/publications is not permitted and constitutes a gross violation of the principles, standards, and norms of publication ethics.

An article by one author (prepared individually or in co-authorship) may be published in the Journal no more than twice within a calendar year and may not be published in two consecutive issues.

Authorship of the Manuscript. The first author is the person who has made the greatest intellectual and practical contribution to an article published in co-authorship of two or three authors and is listed first among the authors.

The corresponding author is the author responsible for the scientific work and guarantees the accuracy of experimental data and the absence of ethical violations. The corresponding author is marked with an envelope symbol next to the name. The corresponding author is responsible for submitting the article to the Journal and maintaining communication with the Editorial Office. In addition to the first and corresponding authors, other co-authors are listed according to their contribution to the material. All authors listed in the published manuscript/article are responsible for the content of the work.

If the composition of authors changes at the review stage, the corresponding author must provide justification and full information about the authors in the “Review Discussions” section of the personal account.

Principle of Originality. Authors of an article, taking into account the high responsibility for published data, must pay special attention to the reliability and accuracy of research results. Authors must guarantee that the research results presented in the manuscript are entirely original. Any excerpts and statements used must be accompanied by mandatory references to the author and the original source. Excessive text borrowing, distortion of source attribution, or appropriation of others’ research results in any form of plagiarism are unethical and unacceptable. Data presented without references are regarded by the Editorial Board as plagiarism.

Responsibilities of the Author:

  • to use only reliable facts and data in the manuscript;
  • to provide sufficient information to allow other researchers to reproduce and verify experiments;
  • not to use information obtained privately or without written permission in the form of an open letter;
  • not to allow distortion or falsification of data.

The author must not allow duplicate publication of the material (the author is obliged to indicate in the cover letter that the work is being published for the first time).

If individual parts of the manuscript have been previously published, the author must reference the earlier work and indicate the differences between the new work and the previous one. In addition, authors must not submit manuscripts that are under consideration by another publication or articles already published in another journal.

If third parties criticize the results of the work, authors must comply with ethical standards. The use of explicit emotional expressions and other non-constructive, unethical statements is not permitted. If the invalidity of a scientific conclusion is proven, including the refutation of existing theories, convincing evidence must be provided; any form of disrespect or aggression toward a scientific opponent is unacceptable.

Violation of publication ethics constitutes grounds for rejection of the manuscript during the review stage prior to publication, or for retraction if identified after publication.

Conditions for the Use of Artificial Intelligence Tools

The Journal’s Editorial Board is guided, with respect to the use of artificial intelligence tools (hereinafter – AI) in scientific articles, by the principles set out in paragraph 5 of Appendix 1 to Order No. 127 of the Minister of Education and Science of the Republic of Kazakhstan dated March 31, 2011 (as amended by Order No. 4 of the Minister of Science and Higher Education of the Republic of Kazakhstan dated January 6, 2025).

Authors bear full responsibility for any content generated with the assistance of AI. The use of AI is permitted for statistical processing of data obtained in the course of research. When AI is used, the AI source must be indicated in compliance with research ethics. It must also be clearly stated in the “Research Methods and Materials” section which tool was used, for what purpose, and at which stage of the study. When AI technologies are used in an article, scientific results, recommendations, and conclusions must be formulated independently by the author or the group of authors. The use of artificial intelligence for writing the main text of the article, as well as for presenting false data or bypassing plagiarism detection, is prohibited.

Reviewers are not permitted to use generative AI tools when evaluating manuscripts.

Text Copying and Plagiarism

Scientific articles are checked for plagiarism by the Journal’s Executive Secretary in accordance with the “Rules for Checking the Use of Text in Assessed Written Works of Students, Educational-Methodological and Scientific Works of Teaching Staff” (UE-KhKTU-100-2022).

A scientific article must present the results of scientific research that have not been previously published and are not intended for publication in other outlets.

The originality of the text of scientific articles submitted for publication in the Journal must be at least 75%. If the originality standard is not met and AI-generated text is identified, the article is returned. An article demonstrating a result above 75% and meeting the Journal’s profile and publication requirements is accepted for consideration and sent for peer review.

Authors must guarantee that the research results presented in the manuscript are entirely original. Any excerpts and statements used must be accompanied by mandatory references to the author and the original source. Excessive text borrowing, distortion of source attribution, or appropriation of others’ research results in any form of plagiarism are unethical and unacceptable. Data presented without references are regarded by the Editorial Board as plagiarism.

Copyright and Certification (Licensing)

The Journal provides open access, allowing users to read, download, copy, distribute, print, and link to the full texts of articles without restriction. Authors retain copyright and grant the Journal the right of first publication of the manuscript. All published manuscripts are licensed under the Creative Commons Attribution license https://creativecommons.org/licenses/by/4.0, which permits others to copy, distribute, and adapt the material provided that proper attribution to the author and reference to this Journal are given. Authors may enter into additional agreements for non-exclusive distribution of the published version of the manuscript (for example, posting in repositories or publication in a book) with a mandatory reference to this Journal. Authors have the right to post their work online (for example, in an institutional repository or on a personal website) before the peer review process begins and after publication in the Journal.

Conflict of Interest

According to the definition of the Committee on Publication Ethics (COPE), a conflict of interest in the field of scientific publications refers to situations arising from financial, personal, or professional reasons on the part of the author, reviewer, or editor.

A conflict of interest may arise even after scientific evaluation by the reviewer and the Editorial Board. In the event of disagreement between the parties, the decision regarding publication of the manuscript is made by members of the Editorial Office and the Editorial Board.

Unpublished data obtained from submitted manuscripts must not be used for personal purposes or disclosed to third parties without the author’s written consent. Information or ideas obtained during the review process must be kept confidential and not used for personal purposes. If a conflict of interest arises as a result of the research, editors must withdraw from consideration of the manuscript (transferring it to another editor or member of the Editorial Board). Editors must require all authors to disclose competing interests and, if competing interests are identified after publication, publish appropriate corrections. Where necessary, other appropriate measures must be taken, such as publishing a comment or an expression of concern.

If a conflict of interest related to the content of the manuscript arises, the Scientific Editor assigns the manuscript for re-evaluation and review by another reviewer.

The existence of a conflict of interest during the consideration and peer review process does not automatically imply that the manuscript will be returned.
